PROCEEDINGS:
The Government of Tamil Nadu, in its G.O. first read above, have issued orders relaxing the upper age limit for entering into Government service by five years from 17.07.2006 to apply for Government jobs, to enable the unemployed youth affected by the ban imposed on 29.11.2001 by direct recruitment. The said G.O. has been adopted in TANGEDCO in the Board's Proceedings second read above. Thereafter, the Government, in its G.O. third read above, have issued amendment to Rule 54 of the General Rules for Tamil Nadu State and Subordinate Services, based on its executive order issued in the G.O. first read above. A proposal for adoption of the said G.O., dated 11.08.2010 in TANGEDCO, has been placed before the Board of TANGEDCO for its approval and the Board has accepted the same. Accordingly, orders have been issued in (Per) FB TANGEDCO Proceedings No.24 (Adm.Branch), dated 05.12.2012 that the orders issued by the Government in G.O. third read above, shall be made applicable to the services of the TANGEDCO. It has also been ordered therein that necessary amendment to Tamil Nadu Electricity Board Service Regulations will be issued separately.
2. Accordingly, in exercise of the powers conferred by section 79(c) of the Electricity (Supply) Act, 1948 (Central Act 54 of 1948), read with section 185 of the Electricity Act, 2003 and G.O.Ms.No.100, Energy (B2) Department, dated 19.10.2010, the Tamil Nadu Generation and Distribution Corporation Limited (formerly Tamil Nadu Electricity Board) makes the following amendment to the Tamil Nadu Electricity Board Service Regulations:-
AMENDMENT
In the said Regulations, in regulation-91, in sub-regulation (2), after clause (g), the following clause shall be added, namely:-
"(h) Age concession for persons affected due to the ban on direct recruitment:Notwithstanding anything contained in these Regulations, in the case of a person who has been affected due to the ban on direct recruitment that was imposed on the 29th November 2001, the upper age limit shall be raised to a maximum period of five years reckoned

PROCEEDINGS:
The Government of Tamil Nadu, in its G.O. first read above, issued amendment to Tamil Nadu Government Servants' Conduct Rules, 1973, to the effect that the Government servants proceeding on Hajj Pilgrimage to Saudi Arabia through Tamil Nadu Hajj Committee on "Pilgrim Pass" are exempted from obtaining "No Objection Certificate". The said G.O. was adopted in TANGEDCO (erstwhile TNEB) and necessary amendments to regulation 27-A of the TNEB Employees' Conduct Regulations have been issued in the Board's Proceedings read above.
2. Now, the existing system of issuing "Pilgrim Pass" has been dispensed with by the Government and the Government Servants/officials including employees of Public Sector Undertakings/Corporations proceeding for Hajj pilgrimage to Saudi Arabia on "temporary Hajj passports" with a validity of eight months for Saudi Arabia only through Tamil Nadu State Hajj Committee have been exempted from obtaining "No Objection Certificate" from the Heads of Departments concerned. Hence, the Government have issued amendment to the existing proviso to rule 24-A of the Tamil Nadu Government Servants' Conduct Rules, 1973, duly substituting the expression "Pilgrim Pass" with "Temporary Hajj passports with a validity of eight months for Saudi Arabia" - vide G.O.third read above. Hence, a proposal has been placed before the Board of TANGEDCO to issue suitable amendment to regulation 27-A of the Tamil Nadu Electricity Board Employees' Conduct Regulations, which is corresponding to rule 24-A of the Tamil Nadu Government Servants' Conduct Rules, 1973. After careful examination, the Board has resolved to amend the said Regulations suitably.
3. PROCEEDINGS:
The Government of Tamil Nadu, in its G.O.read above, have issued amendments to rule 17(e) of the Tamil Nadu Civil Services (Discipline and Appeal) Rules. The Tamil Nadu Electricity Board Employees' Discipline and Appeal Regulations have been framed based on the Tamil Nadu Civil Services (Discipline and Appeal) Rules. The regulation 9 of Tamil Nadu Electricity Board Employees' Discipline and Appeal Regulations is corresponding to Rule 17(e) of Tamil Nadu Civil Services (Discipline and Appeal) Rules. Hence, a proposal has been placed before the Board of TANGEDCO for issuing suitable amendments to regulation 9 of the Tamil Nadu Electricity Board Employees' Discipline and Appeal Regulations. After careful examination, the Board has resolved to amend the said Regulations suitably.

(1) in clause (i), for the expression "an enquiry into grave charges", the expression "a disciplinary proceedings" shall be substituted;
(2) for clause (ii), the following clause shall be substituted, namely:-
"(ii) a case against him in respect of any criminal offence is under investigation, inquiry or trial".

In the Board's Proceedings cited, it has been ordered that the Identity Cards be issued to the pensioners by the Pension Sanctioning Authorities, as per the specimen format enclosed therewith, on receipt of application from the pensioners concerned with the required details along with a recent stamp size photo and on payment of necessary charges. Among other details of the pensioners, it has been specified in the said specimen format that the Identity Card should contain the details of the Date of Birth and the Contact Number of the Pensioner.
2. Subsequently, in the Memo. cited, instruction has been issued to all the Pension Sanctioning Authorities to issue Identity Cards on verifying the details furnished by the pensioners with reference to the Service Book, on collection of necessary charges and not to insist them to appear in person for issue of Identity Cards.
3. Instances have come to the notice that certain Pension Sanctioning Authorities refuse to exhibit the details of Date of Birth and Contact No. in the Identity Card and also insist the pensioners to be present in person. In order to follow a uniform procedure, it has been decided to issue suitable instructions to all the Pension Sanctioning Authorities in this regard.
4. Accordingly, all the Pension Sanctioning Authorities are hereby instructed to issue the Identity Cards to the pensioners concerned, as per the orders already issued in this regard, without giving room for any complaints in future.
5. Further, consequent on issuance of G.O.Ms.No.100, Energy (B2) Department, dated 19.10.2010, the name of the organisation viz. "Tamil Nadu Electricity Board" mentioned in the top of the format enclosed with the Board's Proceedings cited, be substituted as "Tamil Nadu Generation and Distribution Corporation Limited" or "TANGEDCO" with its emblem.
6. Any deviation in this regard, will be viewed seriously.
7. The receipt of this Memorandum shall be acknowledged in the slip enclosed.
