ஏழாவது ஊதியக்குழு அமைக்கும்பணியில் மத்திய அரசு தீவிரம்

 ஏழாவது ஊதியக்குழு அமைக்கும் நடவடிக்கைகளில் மத்திய அரசு தீவிரம் காட்டி வருகிறது.வரும் 2016ல் மத்திய அரசு ஊழியர்களுக்கு புதிய சம்பள விகிதத்தை நிர்ணயிக்க, ஏழாவது ஊதியக்குழு அறிவிக்கப்பட்டது. இதன் தலைவராக நீதிபதி அசோக்குமார் மாத்துார், உறுப்பினர்களாக விவேக்ரே, ரத்தின்ராய், செயலாளராக மீனாஅகர்வால் நியமிக்கப்பட்டனர்.

         புதிய அரசு அமைந்தபின், இக்குழு அலுவல்களை தீவிரப்படுத்தி வருகிறது. இந்த அலுவலர் குழுவில், 4 சார்பு செயலர்கள், ஒரு கம்ப்யூட்டர் சிஸ்டம் அனாலிஸ்ட், 3 செக்ஷன் ஆபீசர்கள், ஒரு உதவியாளர், 6 தனிச்செயலர்கள், 5 ஸ்டெனோ கிராபர்கள், 3 டிரைவர்கள், ஒரு அலுவலக உதவியாளர் என 24 பேர் நியமிக்கப்பட உள்ளனர். இந்த அலுவலர்களை பிற துறைகளில் இருந்து நியமிக்க, மத்திய பணியாளர் துறையிடம் விபரம் கேட்டுள்ளனர். இந்த நியமனத்திற்குப் பின், 18 மாதங்கள் ஏழாவது ஊதியக்குழு செயல்படும். வரும் ஆகஸ்ட் வரை பல்வேறு துறைகளின் தற்போதைய சம்பள விகிதங்களை ஆய்வு செய்து, புதிய விகிதத்தை நிர்ணயிக்கும். இந்தப் பரிந்துரையை சிறிய மாற்றங்களுடன் மாநில அரசுகளும் அமல் படுத்துவது வழக்கமான ஒன்று. தமிழகத்தில் வரும் 2016-17-ஆம் நிதியாண்டில் ஏழாவது ஊதியக் குழுவின்பரிந்துரைகளை நடைமுறைப்படுத்த உத்தேசிக்கப்பட்டுள்ளது இது தொடர்பான நிதிநிலை அறிக்கை: 2014-15-ஆம் ஆண்டு வரவு-செலவுத் திட்டத்தில் ஊதியம் குறித்த ஒதுக்கீடு ரூ. 35,720.86 கோடி மற்றும் ஓய்வூதியம் குறித்த செலவினத்துக்கான ஒதுக்கீடு ரூ. 16,020.63 கோடியாகும். அகவிலைப்படி உயர்வு, சம்பள உயர்வு மற்றும் காலிப் பணியிடங்களை நிரப்புவதால் ஏற்படும் கூடுதல் செலவு ஆகியவற்றின் காரணமாக, 2015-16, 2016-17-ஆம் ஆண்டுகளில் இந்த வளர்ச்சி விகிதம் முறையே 14.62 மற்றும் 20 சதவீதமாக இருக்கும் என எதிர்பார்க்கப்படுகிறது. 2016-17-ஆம் ஆண்டு முதல் 7- வது ஊதியக் குழுவின் பரிந்துரைகள் நடைமுறைப்படுத்தப்படும் என கருதப்பட்டுள்ளது. முந்தைய ஊதியக் குழுக்கள் போலன்றி, இந்த குழுவின் பரிந்துரைகள் உடனடியாக நடைமுறைப்படுத்தப்படும் எனவும் பிந்தைய ஆண்டுகளில் தவணைகளில் நிலுவைத் தொகை வழங்க வேண்டிய நிலை எழாது எனவும் கருதப்பட்டுள்ளது

7th Pay Commission is seeking for suggestions on various issues

The 7th Pay Commission compiled a list of questions and sent it along with a circular to all the Ministries/Departments of Indian Government, inviting their suggestions. It has come to our knowledge that the circular was also sent to all the Central Government employee federations. This could be treated as a irrefutable proof of the fact that the 7th Pay Commission has already started its work!
Although this is part of the usual procedure, it is a well known fact that Central Government employees treat certain questions as an indication of the mindset of the 7th Pay Commission.

What kind of impact did the 6th Pay Commission’s reforms on the Pay Scale structure have, when they were implemented? Do you think such changes were required? The Pay Commission has included questions about the results and procedures of reducing Pay Scale and Pay Bands.
Has Grade Pay Concept been effective? If no, the Commission wants to know what could be done to get the desired results.

New Delhi: Central government employees are awaiting next government nod on merger of 50 percent dearness allowance to basic Pay in the view of model code of conduct.
Family finances of government employees are being squeezed from all sides as inflation is rising at its fastest level in last four years. How can government employees cope with raising inflation besides merger of 50 percent dearness allowance (DA) to basic pay.
High prices of day-to-day goods make it difficult for government employees to afford even the basic commodities in their lives.
The Sixth Pay Commission did not talk about merger. As a result, with the continuous increase of dearness allowance, this has now reached up to 100 per cent of basic pay but the government did not merged 50 percent dearness allowance to basic pay on the pretext of sixth pay panel recommendation.
Earlier, the DA was merged with basic pay, only after it touched 50 per cent of the basic pay on the recommendation of fifth central pay panel.
The government has set up the Seventh Central Pay Commission to recommend for revising salaries of central government employees.
The 4-members commission, headed by Ashok Kumar Mathur, former Supreme Court Judge, will formulate pay, allowances and other facilities as well as benefits structure for 50 lakh central government employees.
