Orders have been issued in the Proceedings first read above regarding the  Re-imbursement of the entire cost of expenditure without any reduction in case of accident to the employees/officers of TANGEDCO and TANTRANSCO while performing his duties or while travelling from his residence to office to perform the duty or while returning from office to his residence after performing his duty.

2. After issuance of the Proceedings  First cited,  several instructions/guidelines were issued vide references 2 to 4 read above, with regard to  sending of proposals towards the payment/reimbursement claims in connection with departmental/road accident cases.

3. Even after the issue of repeated instructions with regard to the claims/payments of Road Accident/Departmental Accident expenditures, the Superintending Engineer's/Executive Engineer's and also their subordinates are not aware of the importance of the payment/reimbursement issues, which creates inordinate delay in submitting the files to the Chairman Cum Managing Director for approval.

4. Of late, the claim proposals towards the payment to the Hospital Authorities and also reimbursing the balance amount to the employees are being received belatedly from the Superintending Engineers that too after one to two years from the date of occurrence of the accident. This reflects delay in payment to the Hospital Authorities in time. Because of the belated payment, the Hospital Authorities are not willing to admit the affected employees in their Hospitals during the emergency occasions. Huge number of payments are pending to be released to the Hospital Authorities and they are approaching the higher officers for the said payments, very often.
5. The Officers concerned are therefore ordered to submit the pending claim proposals on or before 15.03.2016 without further delay and also to submit the claim proposals then and there in complete shape in future. The claim proposals which are received after three months from the date of discharge from the hospital, the same will be returned as "not feasible of compliance", in future. the claim proposal for sanction. Any deviation in this regard will be viewed seriously. Further, the accidents  which occurred prior to the issue of the Proceedings first cited will not be entertained on any account.
6. The receipt of the Memo. (Per) shall be acknowledged.
